1. In the first step, HEAC receives all the available programs and scholarships from the different higher education institutes and present them in the student guide book.
2. In the second step; students apply for different programs, through HEAC website.
3. In the third step HEAC obtains student’s grades from the Ministry of Education.
4. In the fourth step, HEAC receives information from the Ministry of Social Development about students under the social security scheme.
5. In the fifth step; an electronic allocating is carried out.
6. Students are informed through different medias about the results of allocation. The allocation process can be summarized as follows:

Step one:

• The picture shows students mark for each program in descending order ranked based on their mark and choices
• Ahmed is ranking for each program is shown in blue.

Step two:

• The green color shows student who are ranked higher than Ahmed.
• The blue color shows were Ahmed is located for each program

Step three:

• The red color show the students ranked lower than Ahmed.

Step four:

• The yellow color highlights the available number of seats in each program.
• From the fourth column it is clear that Ahmed is allocated his fourth choice.
• Ahmed remains in the waiting list for his first three choices.
