The Higher Education Admission Centre has an Appeals Board which is
completely independent of HEAC.
The decisions of the Appeals Board are binding on HEAC, Higher Education Institutions and applicants.
Applicants may submit a written appeal to the Board if they believe that they have been treated unfairly, and that their complaints have not been resolved by the Higher Education Admission Centre.
- Appeals about applications must arrive in HEAC not later than 10 days after the closing date for receipt of applications.
- Appeals about program modifying must arrive in HEAC not later than 10 days after the closing date for receipt of such changes.
- Appeals about offers of places must arrive in HEAC not later than 10 days after the closing date for receipt of acceptance of offers of places. The closing date will be that of the appropriate
- Round of offers to which the Appeal relates.
- There should be no delay in submitting an appeal.
- Student must fill up the appeal Electronic form, which could be found in the website.

The Appeals procedure is intended to ensure that everyone receives fair treatment. It is important to realise, however, that it is not designed to make special rules only for some applicants.
The rules of the system have been devised in order to ensure that all applicants are treated equally. Because all applicants are told of the rules in advance, therefore, the rules must apply to everyone. They cannot be changed afterwards just for some applicants.
Appeals for special treatment cannot be considered because any special treatment which is given to one applicant means that another applicant who has done everything correctly would be deprived of their rights. That would be unjust and will not be done.
